Toby's particular breed of fae have a few nifty sensory abilities, so I need some quick input.
1) She can detect the species (singular or plural) that make up someone's bloodline. This doesn't let her identify a specific individual, unless that individual's the only one of their kind, or give her a label for something she's never encountered before (she could tell that two members of species Unknown X are both Unknown X, but not that "Unknown X" is, say, waheela if she's never been told what a waheela is), but it does bypass illusions and most forms of shapeshifting.
2) She can smell an individual's magic. This does let her identify a specific person (or their spells), as everyone's magic has a unique scent that can't be faked or copied. Magical signatures are typically made up of two components. One of these is almost always plant-based, the other can be pretty much anything (metals, types of smoke, and precipitation are some of the more common canon examples, but there's no real limit).

What does your character's magic smell like? Istas doesn't have any magic, but waheela are described as having no scent at all, and also as smelling like freshly fallen snow. I imagine only creatures with super awesome senses of smell can detect the 'snow' scent, but it's up to you whether you want Toby to be able to pick it up.

See, now I feel the terrible need to find a reason for Istas to start wearing rose perfume...
Gail's PCs
What does your character's magic smell like? Lyall's shapeshifting smells like old blood, damp fur, and dry leaves. Jolie's smells like shadows and, hmm. Let's say poison ivy: California native, and more annoying than actually dangerous. Zoe's Atma virus smells like static electricity and scorched wood. Riddick I don't think has magic that can be smelled? She can smell the demon, maybe, which would I suppose smell like the LSD and hot steel.

What is your character? Human! Except for when he's a Gorgon (which is rare, but still worth noting). Not sure if him having a Persona (two, actually, but let's stick to one for the sake of this conversation) is something she'd pick up on or not - it's not a corruption like the DDS stuff, but it is Something More in a way.
What does your character's magic smell like?
I have... no idea regarding a plant base, butWait, I do know, cherry blossoms, and the other almost has to be sake. And now Claudia while I'm here:
What is your character? Human! ...Except for when she's a space rock. XD
What does your character's magic smell like? Easy: Apples and ozone. She doesn't think of herself as having much magic, but people who've gotten Ninjaville tattoos from her would probably carry the scent (currently that's Naoto, Phillip and Eren; Souji, Pod and Mikasa kept them during the jaunt, but since that gets into overlay territory I'm not sure whether/how you want to count it).

What does your character's magic smell like? Like lightning and sorrow and a storm at sea.
What is your character? Imriel is D'Angeline - a race of people descended from angels, some thousand years ago.
What does your character's magic smell like? Imriel utterly lacks a magical scent, save only what his angelic heritage may give him.

What does your character's magic smell like? I would say probably . . . aspen and lead.
no subject
What is your character? Human
What does your character's magic smell like? Mint and ink
Plus whatever is decided for the Atma foks.
Elphaba
What is your character? Half Earth-Human and half Ozian-Human
What does your character's magic smell like? Poppies and Stormclouds

What is your character? Hahahahhaha sob. So! Lupa's not even exactly human per se. He's a combat AI that now has flesh and blood. On the other hand, everything in his world condenses down to "data" which somehow allows the AIs to exit their computer VR and be real flesh and blood people in the world outside. So physically the "base" he's got to work from is human.
Then the Atma comes in. Atma is a computer virus, essentially, but because everything is data in the end, it not only effects AIs but regular humans too. It turns people into demons, sort of. They are literally called 'avatars' in game, in the physical manifestation of a deity sense, and they are part of the characters. The games don't explain it well, but my going theory is that the potential is in every human's 'data' and the virus wakes that potential up. /handwavehandwave.
Anyway, because of how the virus was created (people trying to play god, also god being an angry asshole) it's corrupted.
So yeah. Lupa's AI, human, and corrupted demon-god-monster all in one. He'll probably read as at least similar (maybe same 'species' as it were?) to the others infected with the Atma virus though?
What does your character's magic smell like? Fire and olive leaves (to get super specific, because I know Toby can smell it: burning stone, and fresh newly grown spring leaves that have been bruised and a little crushed but are still alive and growing)
POD
What is your character? Pod is human! Kiga is a wolverine. They're both magic and bound together by said magic.
What does your character's magic smell like? Smell not described in canon, but canon description of it being very green and cool, and also like a small light or beacon.
So... hmm. Wolverine fur (Kiga has the full on musk down, so Pod's magic is the fur specifically), and let's go with milk thistle!
TYBALT
What is your character? The easy one! Cait Sidhe
What does your character's magic smell like? Pennyroyal and musk

What does your character's magic smell like? Cigarettes and pomegranates
no subject
What does your character's magic smell like? Broadleaf plantain, aka That Weed That Grows In All The Pavement Cracks, smog, and active wires. The smog is Matthew specifically while the active wires are the Angels, so they'll be a bit odd in that sometimes one or the other scent will be stronger. It'll always be a mix of both, though.

What does your character's magic smell like? Given that Rosalie's magic thing isn't hers but the aftermath of something else's magic, should I give you scents as if I was choosing for her, or as if I was choosing for the demon? (Rosalie does have some very basic magic of her own as well, plus some Syn skills that could maybe fall under the heading of magic?)

What does your character's magic smell like? Let's go wiiiiith lotus blossoms and stage makeup.

What does your character's magic smell like? Roses and nitrocellulose.

What does your character's magic smell like? It most likely smells overwhelmingly like the sea, along with lilies and herbs- many different herbs. Basil most prominently, with many others all being more secondary notes.

What is your character? Human. Presumably smells like it even when she's a cat but...
What does your character's magic smell like? Fir trees and cat.
Jaina
What is your character? Still human
What does your character's magic smell like? A plant that Toby won't be able to identify on account of it being native to to a galaxy far, far away and engine grease

Which will be intensely weird, since "human" is so not how feline shapeshifters are supposed to smell...

What is your character? Human, with a lot of spider in her DNA because of comic book science reasons. Also, Jess puts out pheromones of varying kinds and varying degrees of strength, which might be a thing Toby would notice.
What does your character's magic smell like? She doesn't have any magic now, but in case she picks some up later... I'm going to say juniper, and something sharp and chemical - hints of acetone or pure alcohol but not quite that.
Steph
What is your character? Completely human, nothing weird or special involved
What does your character's magic smell like? Sun-warmed grass and vanilla, plus melted candlewax if she's specifically using her Champion magic
Lucifer
What is your character? A god. She was born human, she technically still has a human body, but there is a lot of magic and divinity now and she will probably ping Toby as definitely Not Entirely Human.
What does your character's magic smell like? Sulfur and cigarette smoke
no subject
What does your character's magic smell like? Oak wood and dragon's fire.
no subject
What does your character's magic smell like? Phillip has a ton of different types? But if we're sticking to all of them smelling the same, let's saaaay foxglove (a highly poisonous but very pretty flower) and sunshine. I'm pretty sure WoD!vamps smell like stale blood?

What is your character? Human. Unless she's in her rock form, and then she's a silicon-based species called a Hecatite.
What does your character's magic smell like? Chrysanthemum and mechanical oil.
Helena Wells:
Totally human, no magic, no plans to get any at this time! However, an enhanced sense of smell might smell hints of bronze around her, as she was turned into a bronze statue and debronzed.

What is your character? Hajime is an Undead! Because his canon is heavy on the Engrish, this doesn't mean he's a reanimated corpse--it just means he's an immortal monster meant to fight others of his kind. (He is not-so-secretly a giant bug thing, pretty much.) He's also picked up a werewolf form and abilities, so that figures into stuff with him now too.
What does your character's magic smell like? Bugs, wolves, and seaweed.
Zed
What is your character? Zed is a
kids' show villainShadow, a being of darkness. What does your character's magic smell like? ...does darkness have a smell? Darkness and nightshade. Glitter if he's using his S-Tech.
Jules
What is your character? Jules is a NWoD-style Changeling, a human who was kidnapped by the True Fae and got away but not without becoming something else. He's a Lurkglider, which is pretty much a non-stone gargoyle...and then he went and got himself a stone gargoyle form to change into in a Jaunt.
What does your character's magic smell like? Stone and damp moss. Definitely fae-based, if she can pick up on that from the smell.
Chie, Maria, and Thorne
What does your character's magic smell like? Pine, beefsteak, and a hint of ice.
What is your character? Maria is a witch! Which... is a fancy kind of human with extra powers. She'll probably detect as human.
What does your character's magic smell like? Candy and wilted roses.
What is your character? Thorne is a vampire! (Clan is Malkavian but idk if that matters.)
What does your character's magic smell like? African marigold (Tagetes erecta), chocolate, and old blood, with a hint of old books. The old blood is the vampire part, the rest is her specifically.

What does your character's magic smell like? Mediterranean cypress and eagle feathers from the mountains.

What is your character? Human.
What does your character's magic smell like? hay and charcoal
Yosuke Hanamura
What is your character? Human (with multiple Personas)
What does your character's magic smell like? spring wind and fire works
